Proposal to add tBTC/sBTC2 to the Gauge Controller

Summary:

The deprecation of renBTC necessitates migration to a new pool and additionally tBTC is introducing uncapped minting, expected to take place by end of January. Therefore Threshold Network would like to incentivize the new pool.

After adding this gauge, we plan to remove gauges for all metapools containing renBTC. This includes tBTC, BBTC, pBTC1 and 2, oBTC, and ibBTC.
