Modify borrow rates for LlamaLend on Arbitrum

Summary:

LlamaLend on Arbitrum has few markets being 100% utilized due to maximum rate being too low. So I propose to change borrow rate ranges for some markets:

  • Old ARB market: min=50%, max=90%. This market is being phased out, so it makes sense to push old borrowers to the new one;
  • New ARB market: min=0.5%, max=70%;
  • Old WBTC market: min=0.5%, max=50% (otherwise 100% utilized);
  • TBTC market: min=0.5%, max=50% (otherwise 100% utilized);
  • iBTC: min=0.5%, max=60% (max is higher b/c of farmers);
  • Old WETH market: min=0.5%, max-50% (otherwise 100% utilized).
