Kill CRV gauge emissions for secondary Pyusd+USDC pool

Summary:

Currently there are two pyusd+usdc gauges. One has ~$40m TVL, and the other $3k. To prevent mistaken votes from going to the smaller pool, we propose killing the smaller gauge.
