Summary:
As previously discussed ([Discussion] AAVE Staking Rewards for AAVE and sAAVE Pools), AAVE has begun liquidity mining rewards. To enable Curve liquidity providers to claim their AAVE rewards we need two votes:
- Enable a rewards contract on two gauges (saave & aave) which is this proposal
- Whitelist an address to claim AAVE for those gauges (AAVE proposal)

Motivation:
This would add rewards contract on the two gauges above to let them claim stkAAVE once our whitelisted contract can claim it from AAVE.
