CIP#36 - Prepare PoolProxy to start distributing admin fee to veCRV holders

Summary:

This is a mandatory upgrade to prepare the PoolProxy to handle fee distribution

The vote is to change PoolProxy to be able to collect and distribute all admin fees. In 3 days there will be a new vote to set the contracts and fee distributor which will enable veCRV holders to claim their part of the total pending admin fees so far and to be able to claim admin fees anytime from now on.

Total pending admin fee to be distributed to veCRV holders(at time of writing this): 1,829,529.69$

Has this been audited? How was it tested? What risks does it introduce?

I’m of course in favor of fulfilling the fee distribution, but I personally prefer it’s done as safely and with as much rigour as possible.
