Summary:

Change burner for trictypro and recover balance.

Adds a new burner to convert fees from crypto pools into 3CRV to be distributed to veCRV hodlers after it was discovered the current one wasn’t working as expected although those funds aren’t at risk.

This also means an approximate $4M in fees has been sitting in the TriCrypto pool waiting to be burnt for some time. Those fees would be burnt and distributed to veCRV holders next week if this vote passes.

How was the fee discrepancy discovered? Might be helpful to share what led to the discovery that something was off so that the rest of the Curve community can potentially help catch these issues in the future.
